I suggest that the mere ownership of 51% of the hashrate is enough to do it and than no further action is required. Bitcoin is not useful the second Mnuchin is able to control it in any way at all. He doesnt need to do anything.

That said, This article is 2 years old, and already all the costs to do this have tripled (after having been septupled) and going forward, will continue to rise. Further, this sort of attack has to happen quite quickly.

As for the required alignment... lets just say that we don't have alignment on Climate, healthcare, international trade, etc... not really worried on that part.
