I think you missed the point again. If I hire 10 cows to perform lick stamps...and I decide I can do it with 5 cows... do I need to go and waste a bunch of time to form a committee to create specifications for what is considered good stamp licking and then to go and analyze each cow to figure out which ones meet the criterea the best? Or can I just let 5 cows go?
The entire point is that the government is filled with people and processes that are not needed at all.
In fact, every single arm of the government has a requirement to meet or exceed their budget because they risk getting their budgets cut first they don't. So year after year, ev very arm of the government spends time justifying terrible purchases and hires.
You just need to chop the govt work force in half. you don't need to do any other work. you will let go some good people, and you will let go some bad people. In a smaller workforce the good ones will have an easier time rising to the top, the bad ones will find themselves with actual work to do and tend to leave.
