I'm pretty sure that there is no where in those laws that say "if the shooter is white, he goes free"
It's not those laws themselves, but a series of non-blind cases. Maybe the problem is that cases are tried in districts with 'peers' that are not appropriate. Maybe the judges are fully racist.
We shouldn't be attacking the parts that are not racist (laws that arent racist, physics, genetics, etc) and attacking the parts that are prone to bias. Peer review, judges, failures to get to appeal, cops, etc.
Sometimes this requires good lawyers, sometimes it requires activism, sometimes it requires money/politics.
