I don’t disagree on most of what you say however. The biggest problem, one you don’t mention at all is the fact that democracy or not, government prevents people from feeling the costs of resources or the conversion of resources. Thus what is used, because people tend to make personal financial decisions, is based on the whims of people deciding what to subsidize, what to tax, and who gets tax relief.
