Sigh, and here you fall into the same trap as teh rest of the world. This is the path to NOTHING at all getting done. If your solution is "governments must..." you have already lost. Why?

When you say "Big Oil", "Big Farming", "Big Mining"... etc... how do you think they got big? regulation, subsidies, lobbying, monopolization through intellectual property...what do all these things have in common? Governments. Who are the biggest polluters? Governments. Who has the best reason to maintain global warming as a political football to demonize political opponents? governments.

We can solve global warming with NO new technology. the answer is to REMOVE governments from this equation. No subsidies. No tax breaks (or tax burdens), no lobbying. No federal projects. No artificial economic stimulus. No more destruction of price signals.

"Government must..." is a broken solution from the start.
